10th Fleet Handbook
1. Mission
1.1 It is the mission of the 10th Fleet to enhance the game play of our members in Star Trek Online. We will achieve this by creating a fair and safe gaming environment for all of our members.
2. Code of Conduct
1. Treat others as you would want to be treated.
2. Always have fun.
3. All fleet officer decisions are final.
a. If the outcome of the officers decision is unfavorable a grievance may be placed with the Fleet Commanding Officer (FCO), the FCO’s decision is final and nonreversible.
4. Activity equals rewards. The more active you are within the fleet the greater the reward.
5. Fleet Uniforms
a. You are not required to wear the fleet uniform at all times.
b. Fleet uniforms are required for fleet events, such as a fleet photo, organized PvP, or any other event designated as a fleet event.
a. Do not modify the fleet uniform.
c. Exception 1: Female toons may use a skirt
d. Exception 2: You may use any comm badge
e. All fleet uniforms must have the fleet logo on them.
f. You must use the proper rank insignia for your fleet rank. For example, if your fleet rank is Commander you need to use the Commander rank insignia.
6. 10th Fleet is about people enjoying STO as they see fit, respect that.
7. 10th Fleet is a safe haven for all of its members; no bullying or elitist attitudes will be tolerated. Any such behavior will result in immediate termination from the fleet.
8. Fleet Bank
a. Items in the fleet bank are for everyone to use and will be handed out on a first come first serve basis.
b. Once and item and/or energy credits is placed in the fleet bank it becomes the property of the fleet, NO REFUNDS, NO EXCEPTIONS.
c. If you want something out of the fleet bank please contact any fleet officer. (Class Leader, Fleet XO, Fleet CO)
d. Items in the fleet bank are to be used. DO NOT remove and item from the fleet bank and sell it to the exchange without the permission of a fleet officer. (In fleet rank of Admiral or Higher)
e. E: All energy credits made from selling items from the fleet bank must be placed in the fleet bank.
f. ABSOLUTELY NO tribbles in the fleet bank.
g. ABSOLUTELY NO common or uncommon items or any item you can purchase from a vendor.
9. Alts, 10th Fleet will support up to 2 alts and a main toon. As well as 1 Romulan alt. so 4 toons in total.
10. Use the proper team speak channels. If you are running a pre made STF use the STF channel.
11. Please use discretion in the public channels. Like team speak, fleet chat, or the RF Comm System Global Channel.
12. Selling of fleet provisions will be accepted for only the ship requisition provisions. This must be done at Earth Space Dock and a FLEET RANK of Commodore or higher must be present during the transaction. All energy credits for the sale must be acquired before a person is invited to the fleet and given access to our provisions.
13. Fleet Provisions
a. A: All fleet provisions for personal equipment are limited to a set strictly for your captain. Do not use fleet provisions to buy equipment for your bridge officers.
b. B: All members are restricted to one set of space weapons/shields/engines/deflectors for 1 ship.
14. No person under the age of 16 years old will be accepted into the fleet. (Note: This rule does not apply to any member who is under the age of 16 as of 02/26/2013.)
15. All fleet members will have to earn the rank of Lieutenant Commander to have access to the fleet provisions.
16. All fleet members should care themselves in a manner the shows the best the 10th Fleet has to offer while in game.

3. Chain of Command
10th Fleets command structure is extremely simple; designed to be easily under stood by all of our members. It is our goal that the organization in our command structure will allow our general membership to focus on their game and enjoyment without having to worry about internal fleet politics.
3.1 Fleet Commanding Officer ((FCO) Minimum Rank Requirement: Vice Admiral)
The Fleet Commanding Officer is the leader of the fleet and has final say in any and all things with in the fleet. The Fleet Commanding Officer is in charge of all aspects of the fleet’s functions and it charged with ensuring the success and posterity of the 10th Fleet. These duties encompass…
a. Daily overseeing of the 10th Fleets Divisions
b. Filling key positions, as needed for all positions lower than the FCO.
c. Upholding the procedures of the 10th Fleet as stated in the code of conduct.
d. Ensuring the safety and security of the 10th Fleet and its membership.
3.2 Fleet Executive Officer ((FXO) Minimum Rank Requirement: Rear Admiral)
The Fleet Executive Officer is in charge of all aspects of the fleet’s functions and it charged with ensuring the success and posterity of the 10th Fleet. These duties encompass…
a. Daily overseeing of the 10th Fleets Divisions
b. Filling key positions, as needed for all positions lower than the FCO.
c. Upholding the procedures of the 10th Fleet as stated in the code of conduct.
d. Ensuring the safety and security of the 10th Fleet and its membership
e. Replace the FCO should he/she become unable to perform his/her duties.
3.3 Division Heads (Minimum Rank Required: Commodore)
The 10th Fleet Division Heads are given the task of organizing various aspects of the 10th Fleet in all areas deemed worthy by the FCO. Such areas may include, PvE gameplay, PvP gameplay, fleet resources, membership training and recruitment, and communications. Division Leaders should plan and maintain events for the fleet to participate in. All events planned by a division leader should have the participation of the Division Leader who planned the event. Division Leaders should be active in all aspects of the fleet as much as possible event if an activity doesn’t pertain to their division. Division Heads should uphold the policies of the 10th Fleet as stated in the code of conduct. They should endeavor to bring build fleet morale at all times.
3.4 Division Staff
Division staff members will be assigned a specific job to do with in the division they have joined. They will perform those duties to the best of their ability to ensure the smooth operation of the fleet. Division Staff members will uphold the policies and procedures as stated in the 10th Fleet Code of Conduct.
3.5 Appointment to a Division Position and Removal
Division Leaders will be appointed by the FCO as he/she deems necessary. All possible candidates will be looked at from the fleet pool of members with the fleet rank of Captain.
Division Leaders may appoint 10th Fleet members of any rank to join their division as long as they feel that the person is capable of performing the duties of the job given to them.
Division Leaders will be removed from their position if…
a. Absent for 30 days
b. Fail to perform the duties of the position
c. Fail to uphold the policies of the code of conduct

4. Fleet Ranks
4.1 Lieutenant
This rank is an introductory rank to the fleet. This rank is intended to allow us to get to know you and for you to get to know the fleet.
Requirements for Promotion
a. Activity
b. No less than 1 month served at this rank
c. Has completed the Welcome to the 10th Fleet foundry mission.
d. Has registered for the fleet website
e. 5,000 Fleet credits worth of donations
4.2 Lieutenant Commander
The fleet will endeavor to know more about you and you should be endeavoring to know more about the fleet. We expect you to have a slightly more advanced knowledge of the working of the fleet.
Requirements for Promotion
a. Activity
b. No less than 2 months served at this rank
c. Has set up team speak
d. 5,500 Fleet credits worth of donations
4.3 Commander
At this rank the fleet leaders will be looking for more dedication from each member towards the fleet. We will be keeping an eye on the fleet leader board for membership donations towards the fleet starbase. We will also be looking for leadership aspects from members at this rank. For example, offering suggestions during a Fleet STF, advice on builds, etc etc. We are also looking for members to join the fleet in our team speak channel.
Requirements for Promotion
Activity
a. No less than 4 months served at this rank
b. Has registered for the fleet forums
c. Is active in team speak
d. 6,000 Fleet Credits worth of donations
4.4 Captain (Junior Officer, appointed by the Fleet Commanding Officer or Fleet Executive Officer)
At this rank we will be looking for further dedication to the fleet. This can be done by helping low level members, participating in fleet events, running STF’s and/or Fleet Actions. We will also be looking for players who have shown and ability to show leadership abilities in various aspects of the game including, but not limited to, STF’s, Fleet Actions, Builds, and various other in game aspects. This rank is a Junior Officer rank and comes with increased responsibility with in the fleet. Including, but not limited to, upholding fleet policies and procedures, recruiting, promoting worthy members, and demoting or removing unsatisfactory members. This is also the highest normally obtainable rank.

4.5 Commodore (Officer, appointed by the Fleet Commanding Officer)

This rank is an Officer rank and comes with increased responsibility with in the fleet. Including, but not limited to, upholding fleet policies and procedures, recruiting, promoting worthy members, and demoting or removing unsatisfactory members.

c. Has registered for the fleet forums

4.6 Rear Admiral (Senior Officer, Fleet Executive Officer, appointed by the Fleet Commanding Officer)
At this rank we will be looking for further dedication to the fleet. This can be done by helping low level members, participating in fleet events, running STF’s and/or Fleet Actions. This rank is an Officer rank and comes with increased responsibility with in the fleet. Including, but not limited to, upholding fleet policies and procedures, recruiting, promoting worthy members, and demoting or removing unsatisfactory members. This is the highest obtainable rank.
Vice Admiral ( Fleet Leader, Fleet Commanding Officer)
This person should show the up most dedication to the fleet and its members. The Vice Admiral should strive every day to ensure the progression and success of the 10th Fleet. The position is filled for life.
5.0 Succession
5.1 Commodore Positions (Division Leaders)
5.1.a: A Commodore position will be filled at the discretion of the FCO. Should a new division be created or an old division suddenly have an opening the FCO will name a candidate to fill the vacancy.
5.1.b: Commodores will be selected from the fleet pool of Captain ranked members.
• Should no Captain ranked member wish to advance then a person may be picked from the fleets Commander ranked pool and skip the Captain rank.
5.1.c: Should a Commodore be removed or willingly step down from his/her position then a fleet member that is already in the division will be looked at to replace the former Commodore.
5.2 Rear Admiral Position (Fleet Executive Officer)
5.2.a: A Rear Admiral position will be filled at the discretion of the FCO.
5.2.b: Rear Admirals will be selected from the fleet pool of Commodore ranked members.
• Should no Commodore ranked member wish to advance then a person may be picked from the fleets Captain ranked pool and skip the Commodore rank.
5.2.c: Should a Rear Admiral be removed or willingly step down from his/her position then a fleet member that is already in the Commodore position will be looked at to replace the former Rear Admiral.
5.3 Vice Admiral (Fleet Commanding Officer)
5.3.a: Should the Position of Vice Admiral become vacant the Rear Admiral will automatically be promoted to Vice Admiral and assume permanent command of the fleet.
5.3.b: Refer to Rear Admiral for replacing the Rear Admiral.
6 Alternate Characters
1. The fleet will only support up to 3 Federation and 1 Romulan alt character.
2. All alts must earn their own fleet rank. For example if you main character in the fleet is a fleet rank of Commander your alt characters will not automatically get a promotion to Commander.
A) The only exception to this is any fleet member with the rank of Commodore or higher. As part of the fleet command staff this member needs to be able to perform their duties regardless of the character they are playing.
7 Conclusion
7.1 Hello 10th Fleet, my name is Jonathen Zander, I am the Vice Admiral and founder of the 10th Fleet. It was my intention when I started the fleet to give people a place to play Star Trek Online that was fun and fair for everyone. I have worked extremely hard to make sure that this fleet is not just the people you play STO with, but friends that you enjoy interacting with. I truly believe that we have accomplished that time and time again.
Before you dive head long into the game and this great fleet I’d like to tell you how the 10th Fleet became what it is. What was this fleet genesis?
About 15 years ago I was heavily involved with a Star Trek based role play that used the AOL chat room to act out a mission based in the Star Trek universe. After about 2 years of participating in this type of RP with pre-established fleets I decided it was time to set out on my own and develop my own story to tell with in the Star Trek universe. In the year 2000 I started Star Trek: Drakian War, set in the time of Deep Space 9, the Federation was operating a shadow war with a small group of aliens known as the Drakins. The Drakians were identical to humans, except for the fact that they are twice our size. A short Drakian was around 9 feet tall.
As that story came to a close about 5 years later, the fleet began to change. We dropped the DW (Drakian War) from our recruitment chat rooms and added a 9th, for 9th Fleet. We role-played for many more years as the 9th Fleet until one particular story line entitled Dukat’s Revelation played out. By the end of the story arc, almost all of the ships assigned to the 9th Fleet had been destroyed, but Dukat was laid to rest once and for all. It was at this time that my co-fleet leader and I renamed the fleet Revelation Fleet through a story arc that brought the fleet some new ships and characters.
A year later Cryptic studios announced Star Trek Online. Within months of the announcement AOL Star Trek based role playing almost completely died away. My co-leader left altogether and in an effort to save the fleet as it was I decided to take the fleet into STO. However most of the members of the fleet at the time became bitter that STO had pretty much destroyed an activity that they had come to love and refused to come with me.
I started the Revelation Fleet STO division a full year before the game launched. Within 3 months we had 150 unique members making us one of the largest fleets out there pre-launch. February 3rd 2010, STO launched and with only a small fraction of what was promised to us for launch actually available at launch Revelation Fleets numbers began to dwindle quickly. After the first three months our membership dropped to 15 people.
It was at this point that I took a break from the game and closed the fleet down. It was also at this point that the AOL Star Trek based rp finally died.
Three months later I returned to the game and I as the only member of Revelation Fleet. I spent the next year playing STO solo. Until I was recruited into a fleet called Risa Squadron. I spent another year there and learned a lot about the game from some great people in that fleet. However in the end it was not the place for me. Re-starting Revelation Fleet had always been in the back of my mind. Leaving Risa Squadron gave me the perfect chance to get back to work with Revelation Fleet.
Just one month before the launch of season 6 in STO I started recruiting. Revelation Fleet grew steadily and began to prosper. In February of 2013 the fleet was renamed 10th Fleet to enhance our recruiting prospects.
Today we have over 200 members with 20+ active at any given time, we have little to no trouble completing holding projects, and most importantly, we all enjoy Star Trek Online together.

5.2.c: Should a Rear Admiral be removed or willingly step down from his/her position then a fleet member that is already in the Commodore position will be looked at to replace the former Rear Admiral.
5.3 Vice Admiral (Fleet Commanding Officer)
5.3.a: Should the Position of Vice Admiral become vacant the Rear Admiral will automatically be promoted to Vice Admiral and assume permanent command of the fleet.
5.3.b: Refer to Rear Admiral for replacing the Rear Admiral.
6 Alternate Characters
1. The fleet will only support up to 3 Federation and 1 Romulan alt character.
2. All alts must earn their own fleet rank. For example if you main character in the fleet is a fleet rank of Commander your alt characters will not automatically get a promotion to Commander.
A) The only exception to this is any fleet member with the rank of Commodore or higher. As part of the fleet command staff this member needs to be able to perform their duties regardless of the character they are playing.
7 Conclusion
7.1 Hello 10th Fleet, my name is Jonathen Zander, I am the Vice Admiral and founder of the 10th Fleet. It was my intention when I started the fleet to give people a place to play Star Trek Online that was fun and fair for everyone. I have worked extremely hard to make sure that this fleet is not just the people you play STO with, but friends that you enjoy interacting with. I truly believe that we have accomplished that time and time again.
Before you dive head long into the game and this great fleet I’d like to tell you how the 10th Fleet became what it is. What was this fleet genesis?
About 15 years ago I was heavily involved with a Star Trek based role play that used the AOL chat room to act out a mission based in the Star Trek universe. After about 2 years of participating in this type of RP with pre-established fleets I decided it was time to set out on my own and develop my own story to tell with in the Star Trek universe. In the year 2000 I started Star Trek: Drakian War, set in the time of Deep Space 9, the Federation was operating a shadow war with a small group of aliens known as the Drakins. The Drakians were identical to humans, except for the fact that they are twice our size. A short Drakian was around 9 feet tall.
As that story came to a close about 5 years later, the fleet began to change. We dropped the DW (Drakian War) from our recruitment chat rooms and added a 9th, for 9th Fleet. We role-played for many more years as the 9th Fleet until one particular story line entitled Dukat’s Revelation played out. By the end of the story arc, almost all of the ships assigned to the 9th Fleet had been destroyed, but Dukat was laid to rest once and for all. It was at this time that my co-fleet leader and I renamed the fleet Revelation Fleet through a story arc that brought the fleet some new ships and characters.
A year later Cryptic studios announced Star Trek Online. Within months of the announcement AOL Star Trek based role playing almost completely died away. My co-leader left altogether and in an effort to save the fleet as it was I decided to take the fleet into STO. However most of the members of the fleet at the time became bitter that STO had pretty much destroyed an activity that they had come to love and refused to come with me.
I started the Revelation Fleet STO division a full year before the game launched. Within 3 months we had 150 unique members making us one of the largest fleets out there pre-launch. February 3rd 2010, STO launched and with only a small fraction of what was promised to us for launch actually available at launch Revelation Fleets numbers began to dwindle quickly. After the first three months our membership dropped to 15 people.
It was at this point that I took a break from the game and closed the fleet down. It was also at this point that the AOL Star Trek based rp finally died.
Three months later I returned to the game and I as the only member of Revelation Fleet. I spent the next year playing STO solo. Until I was recruited into a fleet called Risa Squadron. I spent another year there and learned a lot about the game from some great people in that fleet. However in the end it was not the place for me. Re-starting Revelation Fleet had always been in the back of my mind. Leaving Risa Squadron gave me the perfect chance to get back to work with Revelation Fleet.
Just one month before the launch of season 6 in STO I started recruiting. Revelation Fleet grew steadily and began to prosper. In February of 2013 the fleet was renamed 10th Fleet to enhance our recruiting prospects.
Today we have over 200 members with 20+ active at any given time, we have little to no trouble completing holding projects, and most importantly, we all enjoy Star Trek Online together.
