The goal of the build is to enable you to train up your Bridge officers yourself (it is not optimal, but you can do it yourself easily), and to also to fill out your skill bar so that keybinds can function. If you are unfamiliar with keybinds, that is ok. If you want a more optimal build that is fine, it is included after the beginner builds along with the instructions on how to do it.

Tactical officers really begin to benefit from keybind macros around level 30 (captain) when they get the tactical escort (we might also call it the Defiant). Below you will find the Bridge officer builds for this craft and escorts that are later available.
These builds have duplicate skills, like 2 tactical team 1's for example. These are critical, are definitely used and are really, really important. This may not make sense to you, I can explain it. essentially when one version fires the other enters a half cooldown. When the first wears off the other becomes available. This way the skills (and they are critical) stay active and you transform into a veritable killing machine and the ladies like you more.

So what about the more optimal builds? These are a bit tricky and involve uncommon skills not readily available. They are not that difficult to do but for the beginner I recommend using the previous builds until everything is working well...and then well on to the more advanded stuff.
The key with the more advanced build is attack patter beta 1. This seemingly modest skill is indeed quite powerful. It propagates through your cannon skills to every target you hit (not just your current target) and stacks with anyone else running the skill. As you can imagine, if you are running it with 2 other officers things die really fast.
I will give an example using the mirror patrol tactical stations.
Commander station: Tact team 1, Attack pattern beta 1, Cannon scatter volley 2, and Cannon scatter volley 3
Lt. Commander station: Tact team 1, Attack pattern beta 1, Torp spread III.
The skills Cannon scatter volley 3 and Torp spread III must be trained from rare and very officers that have the skill. To find Cannon scatter volley 3, look on the exchange for tactical bridge officers with the ability. Typically they run for 10-50K. To get Torpedo spread III, you must do the mission "Facility 4028" from the Cardasian missions. The Jem'Hedar bridge officer comes with the skill.
This attack pattern beta setup is very sucessful for cannon rapid fire and torpedo high yield builds for point to point damage (instead of AoE)...and PvP.
