This is a nice build, especially with our fleet's keybind system the cheap version but its a awesome base Here it is:
After too much waiting here is the first in the Budget PVE series. This ship is designed to work and grow with you as you level up your Romulan and Omega Tiers.
Before buying this, please run the following Foundry Mission
Qwark the Farmer SFA - This mission will net you between 200 - 500k EC, very possibly more if you get lucky with drops which sell well on the exchange

Feel free to play around with it as you like. You can drop Starship weapons performance by 2 but you need at least 4 in order to have 125 Weapon Power. This is important for damage.

This build should be perfectly capable of providing decent DPS support to ESTFs and is readily upgraded.
I opted for BOFF skills you can either train yourself or buy easily from the BOFF trainer. APB3 is quite important as it helps your entire team with a powerful Debuff which stacks.
You want to put the following into your hilbert's style tray 7 "spacebar" tray. hilbertguide.com/#Concepts
EPTS 1 x2, APB3, CSV2, APB2, CSV1, TT1 x 2, AUX2SIF 1.
Aux2SIF gives a good DMG resist buff which is useful to keep running as much as possible.
TSS1, HE2 are situational heals you can use when you need to.
This will get you started but is by no means a finished ship. You will be useful and able to start amassing Omega REP points, which you should start turning into OMEGA Tiers as soon as possible.
Things to acquire to make you better:
Fleet Disruptors - Replace your weapons with these as you acquire them.
Kinetic Cutting Beam (Omega Rep) - replace one of your Turrets with this
Assimilated Module (Omega Rep) - Slot it in one of your ENG Slots
Zero-Point Console (Rom Rep) - Slot in one of your ENG Slots
Romulan Hyper Torp (Rom Rep) - Replace the Photon with this. Extremely fast firing, as you upgrade your Proj doffs, this will produce a steady stream of plasma torps.
Disruptor Tac Consoles - Upgrade to Rare XI as soon as possible.
Embassy Science Consoles - +Shield Emitters, +PLA, -Threat. These give you a bonus to your shield heals and provide your disruptors with a plasma burn effect. Get two and slot them in your Science Slots.
Upgrade your Proj Officers to Blue or Better - Run the Khazan Cluster Doff series for a chance to crit for a purple Doff.
There are a number of missions you can run to acquire better gear as well.
The Jemhadar Combat Impulse Engine Mk XI and Resilient Shield are excellent to get. These can be obtained by running "Operation Gamma" and "Boldly They Rode."
There are also Plasma-Disruptor Turrets which you can acquire if you repeatedly run "Past Imperfect" The last mission of the Klingon Episode. These will be better than your Green Disruptors and are a decent stopgap before fleet weapons.
Subspace Field Modulator - A good "oh-crap" button, can replace either your Aux or Engine Battery, I recommend replacing the Aux battery. This is obtained from the mission "Skirmish"
I think that's it for right now. With the right piloting this ship should easily parse between 5-8K DPS. Possibly more. Keep in mind that you will likely draw aggro without the Embassy Science consoles. But, you will be a help to the team with your debuffs and on your way to running ESTFs better!

With Omega rep, you can now open up the store so you can buy purple projectile doffs from this. I'll cost you dilithium (15.000 for a purple), but it's a reliable way of getting them.
The Jem'Hadar shield is good, and it's free, but there is also the option of (re-)running Coliseum from the Romulan Mystery episode chain for the Reman Mk XI blue shield. It's very high-cap, and a good alternative to the Jem shield. In fact, I'd prefer it on an escort like the one above, since you're not going for the Jem'hadar set bonuses.
